Admiral Blanco Encalada (1790-1876) defends his ability as a naval officer by quoting reports by others of campaigns at Valparaiso, Chiloé, and Valdivia. He mentions O'Higgins, Lord Cochrane, Ramón Freire, and San Martín. At the end are several reports he submitted to Bernardo O'Higgins in 1818. The aspersions on Blanco Encalada were cast by Charles Whiting Wooster, who later became a rear admiral. The year after this pamphlet was published, Blanco Encalada led a naval expedition against the Peru-Bolivian Confederation, but was forced to surrender. *** Briseño I, 77. Not located in CCPBE.
